VIC:Waterfront strike off as pay talks resume

MELBOURNE, April 8 AAP - The Maritime Union of Australia (MUA) has agreed to halt a
proposed waterfront strike and believes it is making progress in negotiations with stevedoring
company Patrick over a new pay deal.

Patrick launched legal action in Fair Work Australia on Friday in a bid to halt planned
MUA strikes at ports across Australia over the weekend.

After five hours of negotiations it was agreed the parties would resume talks over the pay deal.

The union agreed to abandon proposed strike action for two weeks commencing on Monday
and both parties will head back to the negotiating table next week.

Earlier on Friday, a lawyer for Patrick, Stuart Wood, told the hearing the union was
seeking close to $150 million over three years, which would equate to a 35 per cent increase
in the first year and similar increases in the two years after that.

MUA deputy national secretary Mick Doleman said real progress was being made in the negotiations.

"We have now secured a commitment from Patrick to provide a revised offer on our existing
claims by next Tuesday," he said in a statement.

"This is the commitment this, at last, is the certainty - our members have waited for
since the stalemate began in January."

The deal includes a 30-day extension of the MUA's rights under industrial law to take
strike action.

A spokeswoman for Patrick welcomed the development.

She said the company received a new offer document from the MUA late on Thursday.

The spokeswoman said she was unable to comment on the contents of the statement.

There has been relative harmony between the union and the company since the bitter
waterfront battle in 1998.

MELBOURNE, Dec 20 AAP - East Timor has received a document outlining Prime Minister
Julia Gillard's plan to send asylum seekers to the tiny island - more than five months
after she announced it.

East Timor's Foreign Minister Zacarias da Costa has received the document, and says
it gives a broad concept of Ms Gillard's proposal for a regional refugee processing centre,
Fairfax newspapers report.

"I wouldn't say the document has much detail but it has more detail than we had before," he said.

"We can at last clarify what Australia has in mind to (East Timor's) cabinet."

Dili has referred talks on the plan to the Bali Process, a meeting of 50 nations on
people smuggling that is co-chaired by Indonesia and Australia.

Its members include India, Pakistan, the US, Russia, China and agencies including the
United Nations High Commissioner for Refugees.

The next date for the ministerial-level Bali Process is yet to be set.

But the Gillard plan faces opposition in Asia and in East Timor.

A promised meeting between East Timorese and Australian officials has not yet happened.

Ms Gillard first revealed the proposal in July during the federal election campaign.

All major political parties in East Timor announced they were opposed to the idea but
Prime Minister Xanana Gusmao has said he's open to the idea being discussed.

ADELAIDE, Aug 11 AAP - The coalition's plan for NSW's Menindee Lakes will produce very
expensive water, the Water Industry Alliance (WIA) says.

Joe Flynn from the WIA says it is "great to see a water focus" in the election campaign
but he is cautious about the promises being made.

Opposition Leader Tony Abbott says a coalition government will spend $400 million to
boost stores in Menindee Lakes, potentially saving up to 200 billion litres of water a
year.

Further downstream, the aim was to boost the Coorong, near the mouth of the Murray
River, by delivering some 100 billion litres.

Mr Flynn said it was great to see some investment in the health of the Coorong but
he was "a little suspicious" about the 100 billion litres.

"The investment in Menindee is long, long overdue," he said on Wednesday.

"I don't think it is the most efficient use of money in terms of dollars per megalitre.

"It is very, very expensive water."

He said Labor had taken a great step with plans to continue with the buyback but the
downside was the time frame.

If it continued at the same rate, it could mean ten more years of uncertainty for farmers
and rural communities not knowing whether to stay or sell.

BRISBANE, April 2 AAP - A one-year-old boy has died in hospital after tumbling from
a second storey balcony on the Sunshine Coast.

Initial investigations show that the toddler, from Caboolture, fell from the balcony
at Alexandra Headlands about 3.30pm (AEST) on Thursday.

He sustained serious head injuries.

Ambulance crews worked on the boy at the scene and he was flown to the Royal Children's
Hospital in Brisbane for further treatment.

The boy died on Thursday night, police said.

Police investigations are continuing.

Mr TURNBULL says the partnership is solid even though the Nationals might at times

breaking from the Liberals .. with unhappiness centred around the emissions trading scheme.

Mr TRUSS admits the issue may have been discussed but not seriously.

He says there's no serious consideration given to severing the relationship and there

GOLD COAST, April 10 AAP - Recent Sydney to Hobart campaigner Black Jack leads the
pack in the Brisbane to Gladstone yacht race with one of the frontrunners notable by its
absence.

Hundreds of people gathered at Bramble Bay, near Brisbane, to see off the 48 entrants
in the 308 nautical mile race, which kicked off at 11am (AEST) on Friday in light southeasterly
winds, with spinnakers billowing.

Top racing yacht Ausmaid was missing, after it was severely damaged in a freak wave
on April 2 while journeying to the start line.

The dual Sydney to Hobart handicap winner was the only non-starter.

Three-time Olympic sailor Rob Jenyns fired the starter's pistol.

Black Jack, skippered by America's Cup sailor Mark Bradford, is favourite to win in
the average conditions, but race director Herb Prendergast is forecasting a close and
exciting contest.

"There's some excellent boats in the fleet and if Black Jack gets a good speed, she's
capable of sustaining 20 knots in ideal conditions, that would be a real adrenaline rush,"

he told AAP.

As the boats approached the first mark the breeze died and it took an hour before a
breeze came in from the east to get the yachts sailing again, Mr Prendergast said from
the start boat, the South Pacific II.

"We're not looking at any race records this year," he said.

Queensland Cruising Yacht Club media spokesman Ian grant said that after nearly two
hours into the race Black Jack continued to stretch her margin while the smaller Quantum
Racing, Wot Now, Shogun and Wot Yot continued to stage a much closer battle for the minor
places.

"All of the top 10 leading yachts continue to log consistent speed in a building breeze
as they tack upwind," he said.

The race, run annually since 1949, runs north along the Queensland coast to finish
at the head of Auckland Creek.

Organisers are expecting light winds for the majority of the race, with stronger 15
to 22 knot breezes picking up near the finish.

The winner is expected at Gladstone about noon on Saturday.

Ausmaid's rudder and keel were torn off, there were several large holes in the hull
and the motor ripped out in the April 2 incident, which also injured the yacht's skipper.

An off-duty police officer's been arrested and charged with high-range drink driving
in the carpark of a fast food restaurant on Sydney's northern beaches.

Police allege the senior constable registered a blood alcohol level of 0.186 shortly
after leaving the drive through section of the restaurant in Brookvale last night.

The 39-year-old officer .. who's attached to the Central Metropolitan Region .. has
had his drivers licence suspended.

He'll appear at Manly Local Court on January 14.

SYDNEY, Dec 31 AAP - Bart Simpson and Donkey Kong will play a part in New Year's Eve
fireworks tonight in Sydney, organisers say.

City of Sydney creative director Wayne Harrison said the iconic characters would appear
on the Sydney Harbour Bridge at intervals throughout tonight's build up to the 9pm (AEDT)
and midnight pyrotechnic shows.

"This is the first time that we've had a bridge effect that is actually funny," Mr
Harrison told reporters.

"For the kids who are watching ... you might be able to depict our version of Bart
Simpson when you hear the Simpson's music and you see something darting around ... think
of Bart on his skateboard.

"A little later on there's our tribute to a very old computer game, Donkey Kong."

The theme of tonight's New Year's Eve celebration, which is expected to draw a million
people to witness the fireworks from vantage points along Sydney harbour, is The Time
Of Our Lives.

Clocks also will feature throughout tonight's lighting and fireworks spectacular, which
includes 20,000 pyrotechnics effects to be fired from Sydney Harbour Bridge.

Families began staking out prime vantage points from first light today, while Mr Harrison
said some had even camped out overnight.

He warned that the most popular harbourside parklands would be full by 5pm, when they
would be closed to further arrivals.

NSW: "Drug affected" man may have been schizophrenic

SYDNEY, Aug 22 AAP - An apparently drug-crazed man who allegedly attacked two Sydney
police officers and was subdued with the help of passers-by told a witness he suffered
from schizophrenia.

Police said it took up to 10 passers-by to restrain the 25-year-old man after he became
violent and aggressive at the Family Car Centre dealership in Chester Hill, in Sydney's
west, yesterday.

Two female constables tried unsuccessfully to subdue the man with capsicum spray and
police suspect he was affected by the illegal drug ice.

Police said the man allegedly assaulted the officers and tried to remove a gun from
the holster of one constable.

The other officer was pushed into a parked car, hitting her head and dropping her baton,
which the man then picked up and used to try to strike her before being restrained, police
said.

Family Car Centre owner Tony Rosano said the man told him he suffered from schizophrenia
and was discharged from a mental health facility three weeks ago.

The man had become agitated after being rejected for finance for a car. He used a phone
at the car dealership to call the mental health facility to ask that they come and pick
him up because he had run out of medication.

"The guy actually told us and we heard him speaking to the mental home, saying that
he was a schizophrenic and was out of medication," Mr Rosano said.

"They (the mental health facility) refused and that made him irate."

Earlier today, Bankstown Local Area Commander, Superintendent Dave Darcy, said ice
was a challenging drug for police to deal with.

"This (yesterday's incident) is one of those cases where there's spontaneous aggression
that is quite challenging for police to control," he told Southern Cross Broadcasting.

"We're finding with ice, that sometimes capsicum spray doesn't do anything."

be transferred from the American prison to a South Australian jail to serve nine months.

HICKS has been held at a US military prison in Guantanamo Bay .. Cuba .. for five years,
after he was captured among Taliban forces in Afghanistan in late 2001.

CANBERRA, Dec 6 AAP - As new Opposition Leader Kevin Rudd prepares for his reshuffle,
frontbencher Anthony Albanese said the top priority for Labor was to take the word shadow
from the ministry and win government.

Mr Albanese said he would have a discussion with Mr Rudd about keeping the environment portfolio.

"Certainly my priority and the priority for the other 32 people who will be on Labor's
front bench is one thing - that is removing the world shadow from front of our title.

That's got to be the priority. We have got to get the best team in the best positions,"

he told reporters.

NSW Labor MP Julia Irwin said Mr Rudd and deputy Julia Gillard were doing an excellent job.

"The caucus as a whole are solidly behind the two of them," she said.

"On Monday we had 88 men and women in that caucus. They have voted for the leadership
team. We are now solidly behind that leadership team and the caucus has a right to decide
who they want for that frontbench. Take factions out of it."

Current Labor frontbencher Kelvin Thomson said he had no personal knowledge about the
new Labor front bench to be announced tomorrow.

"That is a matter for the leader Kevin Rudd. I am sure he will be keen to maintain
a balance of experience in various portfolio areas but look at how we can best match the
government and put forward Labor's positive alternative," he said.

"Unity of the party is important. I have no doubt it is important. I have got no doubt
Kevin Rudd will be having regard to that when he makes these sorts of decisions."

MELBOURNE, April 30 AAP - Senior army officers and medical specialists will arrive
in Kuwait overnight to investigate the bungled return of Private Jake Kovco's body.

Pte Kovco, the first Australian soldier killed in Iraq, will be farewelled with full
military honours at a service at his home town of Briagolong in south-east Victoria.

His body arrived in Australia yesterday, welcomed by his family and 300 of his paratrooper
colleagues wearing black armbands on the tarmac of Sydney Airport.

Pte Kovco, 25, died in Baghdad when his military issue Browning 9mm pistol accidentally
discharged on April 21, but the circumstances surrounding his death have been the subject
of speculation and claims of a cover-up.

Compounding the tragedy, Pte Kovco's remains were mistakenly left behind in Kuwait
while the body of a Bosnian civilian contractor was flown to Melbourne on Thursday in
his place.

The federal government has already blamed the private company in charge of bringing
deceased Australian soldiers home, but is holding an investigation into the casket mix-up.

Senior army officer Brigadier Liz Cosson and a medical specialist, Professor Donald
Sheldon, left Australia for Kuwait today and were expected to arrive late tonight or early
tomorrow, a defence spokesman said.

Defence Minister Brendan Nelson has announced a full military inquiry into the shooting
and repatriation bungle, headed by Group Captain Warren Cook, will begin "as soon as practicable"

and could last up to six months.

In the meantime, NSW coroner John Abernethy will hold a coronial investigation into the incident.

A post-mortem examination is expected to be carried out tomorrow, and Pte Kovco's remains
will then be flown to Briagolong for his funeral.

Wellington Shire Mayor Malcolm Hole said today he expected a large number of mourners
at the funeral, to be held at the Briagolong Mechanics' Institute.

"I would expect it will be a well-attended funeral," Mr Hole said.

"The crowd that turned up on Anzac Day showed the family has enormous support."

Councillor Peter Cleary, from Briagolong, said many of the town's 500 residents would
attend the service.

"Obviously, a lot of people are upset," Mr Cleary said.

Dr Nelson will attend the service, but a spokesman for Prime Minister John Howard was
unable to say immediately whether the PM would go.

Others expected to attend include Defence chief Air Chief Marshal Angus Houston, army
head Lieutenant-General Peter Leahy and officers from Pte Kovco's regiment.

Funeral directors Col and Pal Semmens said the service was planned for Tuesday, but
could be delayed until later in the week if Mr Abernethy needed the body for his investigation
into the manner of Pte Kovco's death.

Meanwhile, Federal Treasurer Peter Costello said today the bungle should not lead to
a change in broad government policy.

"You've got to make the best arrangements as you can," Mr Costello told the Ten Network today.

"You're coming out of a country where there are big security risks, you've got staging
points in the Middle East, you've got to make the best arrangements and the quickest arrangements."

"I don't think you should broaden out from this to any general principle of government
administration except to say that the government should do everything that it can to ensure
these errors do not occur again."

Pte Kovco is survived by his widow Shelley Kovco and their two children, four-year-old
Tyrie and 11-month-old Alana.

SYDNEY, Feb 1 AAP - Any future national medical hotline would have to have the latest
up-to-date information for patients no matter where they live in Australia, Health Minister
Tony Abbott says.

Plans for the proposed hotline will be discussed by state and territory leaders at
this month's Council of Australian Governments meeting in Canberra.

Some critics fear that if a national call centre is set up it will not have enough
detailed local information for patients needing medical help.

Mr Abbott said the states and territories would choose whether the hotline was a national
service with a sophisticated computer service filled with local information or a network
of local call centres.

"I can certainly understand the affection that local people always have for the local
product," he told ABC Radio, adding that any future national call centre would not be
outsourced overseas.

"But I think that it would also be possible, if COAG so decides to run an effective
national call centre, if you had access to very detailed up-to-date information about
precisely what services were available in precisely what locations."

Currently, a local area medical hotline is running in the NSW Hunter region. Tasmania,
Western Australia and the ACT have state-wide services.

Mr Abbott said it would make sense for the states and territories to choose the cheapest
model possible.

"We (the federal government) think that in principle these call centres make sense.

"But we also need to have an eye to efficiency and I think that a fair-minded study
of the various call centres would suggest that each of them does a good job," he said.

"And I don't think that it would be unfair or unreasonable or ineffective to in the
end decide that the least-cost version of the existing call centres probably makes the
most sense for a national operation."

Mr Abbott also said he supported calls by some doctors for some public hospitals to
close down their emergency departments so doctors could be free to focus on reducing elective
surgery waiting lists.

"If I ran public hospitals I'd certainly consider it, but I don't run public hospitals," he said.

All Farmers Should Have Tax Numbers: Minister.

Agriculture Minister Javier Usabiaga confirmed that farmers are only eligible for tax subsidies if they are registered with the Finance ministry and have a tax number, reported Mexico City daily Reforma. "Hopefully all Mexicans enroll themselves with the Finance ministry. My point of view here is that nobody should claim a tax subsidy if they don't have a tax number," he said. In response to comments that many farmers don't even have a birth certificate, Usabiaga said it is still possible to obtain a tax number. He also said that Mexican President Vicente Fox in the next few days will announce the total restructure of the agricultural financing sector.
